In 2025, Pohjois-Savo set out to build something distinctive: a production incentive that covers an entire county, with all 19 municipalities working from one shared model. Media Minds was commissioned by Navitas Kehitys Oy to design and run the project, working directly with the Regional Council of Pohjois-Savo.
The first step was listening. Media Minds met with leaders from all 19 municipalities in the region, mapping what each one could offer a production and what it would take to bring them into a shared model.
From there, Media Minds built the incentive from the ground up: the financial terms, the application process, the evaluation criteria, and the marketing framework productions would need to follow. The pilot phase runs until 2027, funded by the municipalities themselves on a per-capita basis. Media Minds coordinates the full pipeline: sourcing productions, negotiating terms and building the marketing plans that come with them. Navitas Kehitys Oy handles the financial administration and disbursement.
Film Savo leaves Pohjois-Savo with a solid foundation: an incentive model and an AV ecosystem the region can keep building and running on its own.
